Pravasi Bharatiya Bima Yojana: ₹10 lakh cover for Gulf jobs, and where Australia fits
Tips · 2026-11-08 · 8 min read

The Pravasi Bharatiya Bima Yojana (PBBY) is MEA's insurance scheme for Indian workers who emigrate for employment, and MEA describes it as mandatory for ECR category workers going to ECR countries. Australia and New Zealand are not on that list of countries, so an Australia job offer does not trigger the mandatory rule, although a Gulf contract for the same worker may. Here is what the cover is, what it costs, and how to check where you stand.
What the Pravasi Bharatiya Bima Yojana covers
MEA's Overseas Employment division (overview dated 21 April 2026) sets out the scheme in its official overseas employment overview. The core benefit is INR 10 lakh in case of death or permanent disability due to accident.
The revised scheme has run since 1 August 2017 and adds hospitalisation and legal expenses. PBBY and PBSK are both official MEA terms, so you will see them in that exact form on government pages.
| Item | What MEA states |
|---|---|
| Death or permanent disability due to accident | Cover of INR 10 lakh |
| Hospitalisation | Up to INR 1,00,000, with Rs. 50,000 per hospitalisation |
| Legal expenses | INR 45,000 |
| Premium, two-year cover | INR 275 |
| Premium, three-year cover | INR 375 |
Read the table as a summary of what MEA publishes, not as a policy document. Terms, exclusions and claim steps sit in the scheme's own papers, so ask for them before you rely on the cover.
Who must buy PBBY, and where Australia fits
MEA says PBBY is mandatory for all ECR category Indian workers going to ECR countries for employment. The 19 countries are Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, Iran, South Sudan, Sudan, Syria, Thailand, the United Arab Emirates and Yemen. An older MEA page that lists 17 countries is out of date, and neither list includes Australia or New Zealand.
So the answer depends on two things: your passport category and the country you are going to work in. A worker with an ECR passport heading to Dubai is in the mandatory group. The same worker taking a sponsored job in Australia is not covered by that rule. Our guide to when emigration clearance applies to an Australia job walks through the clearance side of this in more detail.
ECNR passport holders are in a different position. MEA says they may register on the eMigrate portal on a voluntary basis for jobs in ECR countries and avail the benefits of PBBY. Nothing there makes it compulsory.
Check your own status in five steps
- Look at your passport. Passport Seva says that if you are in the ECR category, ECR status is printed on it; if ECR is not printed, you are deemed to have Non-ECR status.
- Note the country named in your contract. Compare it with the 19 ECR countries above.
- If the country is on the list and your passport is ECR, treat PBBY as mandatory and ask your employer or recruiting agent how it will be arranged through eMigrate.
- If the country is Australia or New Zealand, keep a copy of the MEA list so you can show why the ECR rules do not apply to that job.
- If you are unsure, call the PBSK helpline on 1800 11 3090 before you pay anyone.
Gulf contract today, Australian job tomorrow
Many Indian tradespeople have worked in the Gulf first. MEA notes that the major outflow of emigrant workers in recent years has been to the Gulf, and that most are temporary migrants who return home after their contracts end. If that is you, your last contract may well have come with PBBY, and an Australia job offer will feel very different on paper.
Our post on Gulf return jobs in Australia covers what changes in practice. In short, the emigration clearance and PBBY routine you knew for a Gulf contract does not carry over by itself, because Australia is outside the ECR list.
When you write the move into your application, say what you did in the Gulf in plain terms. A tool such as Build AI CV can help you turn those years into an English CV that fits an Australian employer's format. If you are a carpenter, a live carpenter job in Cairns shows the kind of role being advertised right now.
Where the rules and the costs meet
PBBY is only one of the amounts a worker sees. The recruiting agent's service charge has its own limit: an MEA advisory circulated by Indian missions (14 December 2023) says no agent may collect more than Rs. 30,000 plus GST at 18 per cent, and must issue a receipt. Our explainer on the Rs 30,000 agent cap shows what that figure does and does not cover.
For Australia, the money list looks different again. Document costs are covered in our post on PCC and apostille costs in India, and from 1 July 2026 a Police Clearance Certificate costs Rs. 750 in India under Gazette Notification GSR 516(E). Keep every receipt, because they help if something goes wrong later.
You can read how Passport Seva defines the ECR and Non-ECR categories in its application instruction booklet.
Common mistakes
- Assuming PBBY applies to every job abroad. MEA ties the mandatory rule to ECR workers going to ECR countries.
- Assuming it never matters. A worker with an ECR passport who later takes a Gulf contract is back in the mandatory group.
- Paying an agent without a receipt. Agents must issue a receipt, and sub-agents are not permitted under the Emigration Act, 1983.
- Not checking the agent. MEA tells emigrants to check genuineness on the eMigrate list of active recruiting agents and to ask to see the original registration certificate.
- Mixing up ECNR and Non-ECR. They are the same category: ECNR is the official term, now also written Non-ECR on Passport Seva.
If something goes wrong
PBSK was set up in 2008 to give information on emigration and to register and follow up complaints from migrant workers and their families. Its helpline is open 24X7 on 1800 11 3090, with a chargeable number for overseas callers on 011-26885021 and email helpline@mea.gov.in. It supports callers in 11 Indian languages. If your problem is a recruiter, our list of helplines to save before a job abroad goes wrong is a useful companion.
You can also use the places to report a fake overseas job agent. Every report helps MEA, which says it had notified 3505 illegal agents through eMigrate by 9 April 2026.
Frequently asked questions
Is PBBY compulsory for a job in Australia?
MEA describes PBBY as a mandatory insurance scheme for ECR category workers going to ECR countries for employment. Australia and New Zealand are not on MEA's list of 19 ECR countries, so that mandatory rule is not triggered by an Australia job. Check your own passport category and the current MEA position before you travel.
How much does PBBY cost and what does it cover?
MEA gives a premium of INR 275 for two years or INR 375 for three years. The cover is INR 10 lakh for death or permanent disability due to accident. Since the revised scheme of 1 August 2017 it also covers hospitalisation up to INR 1,00,000 and legal expenses of INR 45,000.
Can an ECNR passport holder buy PBBY?
MEA says ECNR passport holders going to ECR countries for employment may register on the eMigrate portal on a voluntary basis and avail the benefits of PBBY insurance. Passport Seva now also writes ECNR as Non-ECR. Voluntary registration is an option for Gulf-bound workers, not a requirement.
How do I know whether my passport is ECR or Non-ECR?
Passport Seva says ECR status is printed on the passport of an ECR holder. If ECR is not printed, you are deemed to have Non-ECR status, which is not printed. Matriculation pass and above, among other categories, can qualify for Non-ECR status with documentary proof.
Who do I call if an agent asks for money for PBBY or clearance?
PBSK runs a 24X7 toll free helpline on 1800 11 3090 and an email at helpline@mea.gov.in. You can also check the agent on the eMigrate list of active recruiting agents. If an agent charges more than the published cap, report it rather than paying.
