Gulf return jobs in Australia: what Indian tradespeople leave behind, and what replaces it

Tips · 2026-10-13 · 11 min read

Indian tradesman sorts his passport and work papers beside a scuffed hard hat and a half-packed suitcase.

Gulf return jobs in Australia are won under a different system from the one that took you to Dubai, Doha or Dammam. Emigration Clearance, PBBY insurance and the eMigrate process belong to moves by ECR passport holders to 19 listed countries, and neither Australia nor New Zealand is on that list. In their place sits an employer-sponsored visa with its own tests for recent experience, English, health and police certificates. Nothing in your Gulf file transfers by default.

Why the Gulf routine stops at the Indian end

MEA notes that the major outflow of emigrant workers from India in recent years has been to the Gulf countries, and that most are temporary migrants who come home when the contract ends. Under the Emigration Act, 1983, ECR passport holders need Emigration Clearance for employment in 19 designated ECR countries, among them Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.

Australia and New Zealand are not on that list, so the clearance MEA describes applies to jobs in the listed countries, not to a role in Perth or Christchurch. The same logic covers the Pravasi Bharatiya Bima Yojana (PBBY), the mandatory insurance scheme for ECR category workers going to ECR countries.

Police certificates: the task Gulf returnees underestimate

Home Affairs may ask for a police certificate from every country a person has lived in, usually if they are over 17 and lived there for at least 12 months in the past 10 years.

Each certificate is treated as valid for 12 months from its issue date. Home Affairs' Services outside Australia page has a country dropdown that explains how to get a police certificate in each country.

For India the document is the Police Clearance Certificate. You apply at a Passport Seva Kendra or Mini PSK, the fee has been Rs. 750 since 1 July 2026, and it is issued the same day when the police verification report on your existing passport is clear. MEA's Police Clearance Certificate page adds that a PCC is issued to passport holders who have applied for employment, a long-term visa or immigration, never for a tourist visa.

Anyone who spent more than 12 months of the last 10 years working on merchant ships, cruise ships, private yachts or oil rigs must give a police certificate from the vessel's flag country plus a letter of good conduct from the captain or company. And when the employer is an accredited sponsor, a subclass 482 applicant does not need police certificates from countries other than Australia if the sponsor's reference confirming good character and no criminal convictions is attached.

What your Gulf experience has to prove

The usual route for a sponsored tradesperson is the Skills in Demand visa (subclass 482), which lets an employer sponsor a suitably skilled worker for a position it cannot fill with a suitably skilled Australian. Our planning guide to the Skills in Demand visa covers the streams. Four requirements decide whether a Gulf CV becomes a valid application.

Recent, relevant experience. Applicants need at least 1 year of relevant work experience in the nominated occupation or a related field, gained within the last 5 years. The test measures relevance and recency. Whether your years in Sharjah or Jubail meet it is decided by Home Affairs on the evidence you lodge, so do not treat it as settled because the trade name matches.

Skills assessment. Some primary applicants must have a mandatory skills assessment, done by Trades Recognition Australia or VETASSESS depending on the occupation. It has to be started before the visa application is lodged, or the application is not valid. The combined list of eligible skilled occupations names the assessing authority for each occupation.

If you worked in the Gulf as an engineer rather than in a trade, the assessing authority is named on the occupation list for your exact occupation; our guide to getting an Indian engineering degree and experience recognised in Australia covers them.

English. For tests taken on or after 13 September 2025 in the Core Skills and Specialist Skills streams, the IELTS minimum is 5.0 in each component, and the PTE Academic minimum is Listening 33, Reading 36, Writing 29 and Speaking 24. The test must be taken within 3 years before applying, at a secure test centre: tests delivered entirely online at home are not accepted.

Paperwork in English. Every non-English document, Arabic-language contracts and experience letters included, must be translated into English, with the original provided as well.

Your resume needs the same care. See how to turn an Indian or Gulf-style resume into the Australian format, including how to describe Gulf employers a recruiter may not know.

Steps from a Gulf contract to an Australian application

  1. Check your occupation and its assessing authority on the combined list.
  2. Assemble dated proof of your work for the last 5 years and translate anything not in English.
  3. List every country you lived in for 12 months or more in the past 10 years.
  4. Book an accepted English test at a secure test centre.
  5. Rebuild your CV around duties, equipment and site responsibilities instead of designations; Build AI CV can help you produce a clean English version.
  6. Shortlist genuine openings, such as manufacturing jobs in Australia and New Zealand or a boilermaker and metal fabricator role in Perth, and confirm which visa the employer will sponsor before you resign.
  7. When the visa application is under way, apply for your Indian PCC and book the health examination with one of Home Affairs' approved panel clinics, which needs a HAP ID.

What you pay, and what you must never pay

The base application charge for the subclass 482 visa is AUD4,015.00. That is roughly INR 2.7 lakh at the Reserve Bank of Australia rate of 67.30 rupees per Australian dollar published on 8 October 2026, a rough comparison only, because rates change. English tests, health checks, police certificates and biometrics cost extra.

The employer must pay all costs of becoming a sponsor and nominating you and cannot transfer them to you or your family. Paying an employer to sponsor you is illegal, including through salary deductions, and can lead to visa refusal or cancellation, fines or imprisonment.

Recruiting agents inside India are regulated separately, under their own fee cap and registration rules. See how much an overseas recruitment agent can legally charge you in India for the receipt rule, the registration check and where to complain.

How scams target Gulf returnees

Scammers speak the language you learned in the Gulf. Take the "work permit": Australia does not issue work permits, visa labels or Labour Market Impact Assessments, so anyone offering one is running a scam. The Australian High Commission in New Delhi adds that scammers often claim you can enter Australia for work on a visitor or transit visa, which is illegal and leads to refused entry.

The High Commission's scam-safe page lists more signs: contact through social media or WhatsApp, a visa or a job promised on arrival, large upfront payments, requests for your passport, and claims of registration with no MARN or OMARA listing.

Ask any recruiting agent in India to show the original Registration Certificate issued by the Protector General of Emigrants, check the name against the "List of active RA" on emigrate.gov.in, and avoid sub-agents, who are not permitted under the Emigration Act. An MEA advisory caps an agent's service charges at Rs. 30,000 + GST (18%), with a receipt. To report a fake or overcharging agent, call the PBSK toll free helpline on 1800 11 3090.

People who engage in visa fraud through a scam agent risk refusal or cancellation and a ban from Australia of up to 10 years.

If New Zealand is your target instead

New Zealand's Accredited Employer Work Visa starts with a job offer from an accredited employer. Applicants must show 2 years or more of relevant job experience, or a qualification at level 4 or higher on the New Zealand Qualifications and Credentials Framework, in the same field as the job; our AEWV planning guide sets out the rest. Immigration New Zealand warns that job offer scams are common in India and South Asia. For the police side, read which PCC Immigration New Zealand accepts from applicants living in India.

From contract cycle to career pathway

The subclass 482 visa lets you work for your sponsor for up to 4 years, and the employer may then be able to sponsor you for permanent residence through the Employer Nomination Scheme (subclass 186). Its Temporary Residence Transition stream is for holders who have usually worked at least 2 years full time in eligible sponsored employment and are usually under 45 when they apply. After a long Gulf career, put that age line in your plan. None of this is automatic: every visa decision rests with the Department.

Common mistakes Gulf returnees make

  • Treating Gulf years as proof in themselves, instead of evidencing relevant work in the last 5 years.
  • Waiting for emigration clearance or a PBBY policy the Australian route does not use.
  • Forgetting police certificates from the Gulf countries they lived in for 12 months or more.
  • Counting on a PCC that was issued for another country.
  • Paying for a "work permit" or for sponsorship, or sitting an at-home English test.

Frequently asked questions

Does Gulf experience count for a job in Australia?

Not automatically. The subclass 482 visa asks for at least 1 year of relevant work experience in the nominated occupation or a related field, gained within the last 5 years. Home Affairs decides whether your work meets that test on the evidence you lodge.

Do I need emigration clearance or ECNR status to work in Australia?

Australia and New Zealand are not on MEA's list of 19 ECR countries, so the Emigration Clearance MEA describes applies to jobs in the listed countries, not to jobs there. Separately, Passport Seva's Non-ECR categories include persons who have stayed abroad for more than three years.

Do I need a new PCC for an Australian visa after working in the Gulf?

Plan on one. Passport Seva stamps the country a PCC is issued for on your passport, and Australia treats police certificates as valid for 12 months from the issue date. Home Affairs may also ask for one from each country you lived in for at least 12 months in the past 10 years.

Who pays for visa sponsorship in Australia?

The sponsoring employer must pay all costs of becoming a sponsor and nominating you, and cannot transfer them to you or your family. Paying an employer to sponsor you is illegal, including through salary deductions. The visa application charge of AUD4,015.00 is a separate cost.

Key takeaways

  • Emigration Clearance and PBBY belong to ECR countries; Australia and New Zealand are not on that list.
  • Expect police certificates for India and for each Gulf country you lived in for 12 months or more.
  • The subclass 482 visa tests relevant experience from the last 5 years, English and, for some occupations, a skills assessment.
  • The employer carries sponsorship and nomination costs; paying for sponsorship is illegal.
  • "Work permits" and visitor visa job offers are scam markers.
