PCC for a New Zealand visa from India: why a police station certificate no longer counts
Tips · 2026-10-12 · 10 min read

If you live in India and are applying for a New Zealand visa, the PCC you submit has to come from a Regional Passport Office of the Ministry of External Affairs. Since 1 December 2025, Immigration New Zealand (INZ) no longer accepts certificates issued by a Deputy Commissioner, a Superintendent of Police or a local police station. You apply through Passport Seva, the fee is Rs. 750, and when the police verification report on your existing passport is clear the certificate is issued the same day.
What changed for Indian applicants on 1 December 2025
The change concerns who issues the certificate, not whether character evidence matters. INZ's notice on police clearance certificates for Indian visa applicants says that from 1 December 2025 it only accepts police clearance certificates issued by a Regional Passport Office of the Indian Ministry of External Affairs (MEA) when the applicant is an Indian national living in India.
That closes a shortcut that can look equivalent. A letter from the thana, the SP's office or the Deputy Commissioner carries a seal and a signature, but in a New Zealand visa file it now counts for nothing.
Which police certificate INZ accepts from India
| Issued by | Accepted by INZ from 1 December 2025 | What to do |
|---|---|---|
| Regional Passport Office (applied for at a PSK or Mini PSK) | Yes | Submit this certificate with your visa application |
| Deputy Commissioner | No | Apply again through Passport Seva |
| Superintendent of Police | No | Apply again through Passport Seva |
| Local police station | No | Apply again through Passport Seva |
The name on the document matters as well. "Police Clearance Certificate" (PCC) is the official term used by MEA and Passport Seva. Australia's Department of Home Affairs names the same document for India and tells Indian citizens resident in India to apply in person or online to the Regional Passport Office.
Who the rule covers, and who should check further
INZ's wording covers Indian national visa applicants who live in India. If that is you, whether you are a production planner in Pune, a carpenter in Ludhiana or a fitter in Coimbatore, the Regional Passport Office PCC is the one to obtain.
If you are an Indian national living outside India, or you have spent long periods in other countries, do not guess. The fee notification that took effect on 1 July 2026 sets a separate PCC fee of $40 abroad, so a PCC can be applied for outside India, but which certificates INZ wants from you is answered by the instructions inside your own application.

MEA sets a limit on its side too. Its Police Clearance Certificate page says a PCC is issued to Indian passport holders who have applied for residential status, employment or a long-term visa, or for immigration. It cannot be issued to a person going abroad on a tourist visa.
On the New Zealand side, applicants for the Accredited Employer Work Visa (AEWV) must be of good character, and INZ asks them to check whether police certificates are needed. When New Zealand asks for them, and for which countries, depends on your own history. Read INZ's character requirements for your own case.
How to get the right PCC through Passport Seva
The route runs through the passport system, not the police station.
- Confirm your purpose qualifies. MEA issues a PCC for employment, a long-term visa, residential status or immigration.
- Identify your Passport Office. Passport Seva says you apply at a Passport Seva Kendra (PSK) or Mini Passport Seva Kendra within the jurisdiction of your Passport Office.
- Apply for a PCC that names New Zealand. The country the certificate is issued for is stamped on your passport.
- Pay the PCC fee. It is Rs. 750 in India from 1 July 2026.
- Attend the PSK with your passport. If the police verification report for your existing passport is clear, the PCC is issued the same day at the PSK. If it is not, the certificate is issued only after police verification.
- Check the certificate before you leave the counter. Look for the Regional Passport Office as the issuing authority, New Zealand as the country, and your name and passport number exactly as they appear in your passport.
- Add it to your INZ application. Upload a clear copy when the online form asks for it and keep the original with your passport.
What it costs and how long to allow
| Item | Official charge | Note |
|---|---|---|
| PCC applied for in India | Rs. 750 | From 1 July 2026; it was Rs. 500 before |
| PCC applied for abroad | $40 | Set by the same fee notification |
| Fresh or reissued 36-page ordinary passport, normal service | Rs. 2500 | Relevant if your passport needs renewing first |
| The same passport under Tatkaal | Rs. 5000 | From 1 July 2026 |
| Accredited Employer Work Visa | From NZD $1540 | Paid to INZ; lets you stay up to 5 years depending on the job |
Timing has two speeds. With a clear police verification report on your existing passport, you leave the PSK with the certificate. Without one, you wait for police verification, so treat that wait as open-ended when you plan.
Set that against the visa side: INZ shows AEWV processing as 80% within 5.5 weeks. A PCC held up in police verification can become the slowest part of the whole application.
One caution on validity: Australia treats police certificates as valid for 12 months from the issue date, but do not assume New Zealand applies the same period. Confirm what INZ asks for before relying on an older certificate.
Where the PCC fits in a New Zealand work visa application
The AEWV is for people with a job offer from an accredited employer, who sends you a link to the online application form. The offer must be for at least 30 hours of work a week. You must also show 2 years or more of relevant experience, or a qualification at level 4 or higher on the New Zealand Qualifications and Credentials Framework, in the same field as the job. Our planning guide to the Accredited Employer Work Visa walks through those requirements.
The PCC sits beside them as your character evidence, and it runs on an Indian office's clock, not yours or your employer's. Start it as soon as a genuine offer arrives.
If you are pursuing a role such as the carpenter position in Christchurch or the production planner and supply chain officer role in Hamilton, settle your PCC plan before the interview stage.

What the PCC does not replace
Three other formalities are separate from the PCC.
- Emigration clearance. New Zealand is not on MEA's list of 19 ECR (Emigration Check Required) countries, so the ECR Emigration Clearance that applies to jobs in those countries does not apply to a job in New Zealand.
- Apostille. This is a different MEA process for documents such as degrees and diplomas, done after the designated State authority has authenticated them. MEA charges Rs 50 per apostille sticker.
- Medicals. If INZ asks for a chest X-ray or medical examination, it must be done by a doctor or radiologist on INZ's approved panel list if there is one in your country.
Common mistakes Indian applicants make with the New Zealand PCC
- Submitting a police station certificate because it was quicker. Certificates from a local police station, a Superintendent of Police or a Deputy Commissioner are no longer accepted by INZ.
- Reusing a PCC stamped for another country. The country is stamped on your passport, so a certificate obtained for an Australian application or a Gulf job names that country.
- Leaving it until the employer's link arrives. If your case needs police verification, the wait begins when you can least afford it.
- Paying for a job offer or a shortcut. INZ warns that job offer scams are common in India and South Asia, and it will decline an AEWV application if money was offered or promised to the employer in exchange for the offer. New Zealand employers cannot charge you fees for a job, and INZ never asks for visa fees to be paid into a bank account. Read its guidance on protecting yourself from immigration scams.
- Dealing with an unregistered agent. Under the Emigration Act 1983, nobody may function as a Recruiting Agent in India without a valid registration certificate. Check the "List of active RA" on the eMigrate portal.
- Believing an adviser is compulsory. You are not required to use an adviser to apply for a New Zealand visa. Anyone you do pay for immigration advice must be licensed by the Immigration Advisers Authority unless exempt; its public register shows who holds a licence.
Official contacts to keep
The New Zealand High Commission to India is at Sir Edmund Hillary Marg, Chanakyapuri, 110021 New Delhi (telephone +91(11)46883170, email nzhcindia@mfat.govt.nz), and the High Commission's page also lists a Consulate-General in Mumbai. Your visa application itself runs through INZ's online form, and genuine INZ email addresses end with immigration.govt.nz or mbie.govt.nz.

It is issued the same day at the PSK when the police verification report for your existing passport is clear. Otherwise it is issued only after police verification, so apply early.

Key takeaways
- Since 1 December 2025, INZ accepts a PCC from an Indian national living in India when a Regional Passport Office of MEA has issued it, and not otherwise.
- Apply at a PSK or Mini PSK in your Passport Office's jurisdiction and name New Zealand as the country.
- The fee is Rs. 750 in India; a clear police verification report means same-day issue, anything else means waiting for verification.
- Start as soon as a genuine offer from an accredited employer arrives, and never pay anyone for a job offer or a faster certificate.
